The Association of Corporate Counsel (ACC) is the world's largest organization serving the professional and business interests of attorneys who practice in the legal departments of corporations, associations, nonprofits and other private-sector organizations around the globe.
Performs functions of BCBSA’s Privacy Program, including the development, implementation, maintenance of, and monitoring compliance with the Association’s privacy-related policies and procedures, as well as BCBSA’s compliance with applicable federal, state, local, and international laws. Works with business teams to implement relevant privacy-related controls for projects that involve the use of personal information. Monitors and remains knowledgeable about changes to privacy laws, as applicable to BCBSA’s business functions.
Responsibilities include but are not limited to:
Administers and provides guidance on BCBSA’s Privacy Program in coordination with the Legal team, the Information Security team, Compliance, Commercial Markets, the Federal Employee Program, BCBS Plans and other relevant stakeholders.
Works closely with the Privacy Official, business areas and corporate compliance to the use and disclosure of personal information.
Provide privacy counseling and guidance to BCBSA staff and BCBS Plans.
Provides counseling to BCBSA business areas on privacy related issues that arise when contracting with vendors and business partners.
Maintain current knowledge of applicable federal, state and local privacy laws and regulations and accreditation standards, and monitor advancements in information privacy technologies, to ensure organizational adaptation and compliance.
Engage with with Privacy Officials at BCBS Plans to support system-wide privacy related efforts.
Develop, direct and ensure delivery of privacy training and orientation to all senior management, employees, professional staff, Plans, contractors, business partners\associates and other appropriate third parties.
Initiate and promote activities to foster privacy and security awareness and compliance within BCBSA and BCBS Plans.
Collaborate closely with Information Security counterparts to monitor the privacy environment to assure personal information is secure and protected.
Required Basic Qualifications:
Law degree, admission to a state bar; ability to obtain licensure in Illinois or Washington, D.C.
Minimum of five years practical legal/compliance experience with privacy laws in healthcare within a law firm or in-house corporate setting
Experience developing and administering enterprise-wide privacy policies, processes and procedures
License to practice law
Preferred Basic Qualifications:
Privacy and or Security Certification
Demonstrated knowledge of Health Insurance Portability and Accountability Act (HIPAA)
Demonstrated knowledge of other statutory and regulatory requirements relating to privacy, including protected health information and personally identifiable information
Expertise working in a matrix organization across many disciplines (legal, information security, finance, administration, operations, etc.) and levels of the organization (senior management, senior staff, etc.) as well as with business partners, vendors and customers
Knowledge and experience in project management
