In most Kaiser Permanente regions, there is a tax-exempt Kaiser Foundation Health Plan, tax-exempt Kaiser Foundation Hospitals, and an independent Permanente Medical Group. Health Plan and Hospitals have common directors and senior officers. In the Washington Region, the tax-exempt hospital is owned and operated by tax-exempt Kaiser Foundation Health Plan of Washington, which contracts with the independent Washington Permanente Medical Group.
The Legal Department for Health Plan/Hospitals is a national department, with most members of the Department located in “hubs” from which they serve all regions. The Regional Counsel positions are different: There is one Regional Counsel per region, and that lawyer serves on the Regional leadership team and acts as a coordination point between the national Legal Department and the Region. The Regional Counsel reports to the General Counsel and has a dotted line relationship to the Regional President.
The Vice President/Regional Counsel for the Washington Region arranges or provides legal services to the Washington Region, acts as strategic partner to the Washington Regional President and other regional leaders, and is the accountable executive for aligning legal advice and strategy between Program Offices and the Region. The Vice President/ Regional Counsel also provides leadership and guidance with respect to the Region’s execution of its responsibilities as a charitable organization.
Arranges and/or provides legal advice and counsel to the Regional President, Regional leadership and others throughout the Region and leads or participates on teams that respond to significant legal issues. Ensures that legal work meets quality, service and cost-effectiveness standards.
Is an active member of Regional leadership teams as well as the National Legal Department strategic leadership team; and is accountable for assuring that legal advice and strategy is aligned at both Program and regional levels. Facilitates the development of professional relationships between Regional executives and Program Offices lawyers.
Directly accountable for the Medical Service Agreement between the Health Plan and the Washington Permanente Medical Group (WPMG).
Provides leadership and guidance with respect to the Region’s execution of its responsibilities as a charitable organization.
Identifies potential legal risks and opportunities for early intervention and escalation in order to protect the legal and reputational interests of the Region and the Program.
Is an active member and/or leader of situation management teams that involve legal issues in the Region.
Maintains a thorough understanding of the Regional business context and strategy including: external economic, social, technological, and regulatory factors, market/customer opportunities, industry and competitive forces, organizational capabilities of each business unit within the Region, as well as relevant legal events and trends.
Works with others to assure that the Region’s charitable, litigation and regulatory strategies are aligned with Program strategy.
National Legal Department Accountabilities
Participates in meetings of the Regional Counsel, Legal Strategy Team, quarterly Legal Department and other meetings as appropriate.
Maintains a strong and thorough familiarity of practice group attorney and paralegal specialty areas in the National Legal Department in order to identify the right resources to provide legal support for Regional legal matters. This includes regular outreach to Practice Group leaders, attorneys and paralegals to cultivate a continuous knowledge of work in the National Legal Department being done for Washington Region.
Participates with National Legal Department in the development and implementation of program-wide legal services.
Assists National Legal Department leaders in ensuring seamless delivery of legal services across regions and functions.
Licensed attorney with at least twelve (12) years of experience in one or more practice areas relevant to an integrated health system.
Demonstrated understanding of the various models of health care delivery and financing, including understanding of the evolution of the healthcare market post-ACA.
Demonstrated ability to work collaboratively and effectively in teams.
Proven experience serving as trusted advisor and strong role model for effective leadership practices, including the ability to build effective partnerships and influence other leaders.
Ability to balance a variety of projects in a variety of practice areas.
Washington State Bar license or willingness to obtain Washington State Bar license within two years strongly expected.
Excellent academic and professional qualifications.
Significant experience in, or practicing law on behalf of, Kaiser Permanente or other integrated nonprofit delivery system is preferred.
Knowledge and experience with national organizations built on a shared services platform (including legal services) helpful.
Big law firm training a plus.
