The purpose of this position is to function as junior in-house legal counsel and provide advice and legal support to staff and management at the Oak Ridge National Laboratory (ORNL) in a variety of areas spanning the full scope of business operations. Legal support provided by the incumbent may include the following substantive areas of practice: procurement of goods and services; employment, labor or benefits law; environment, safety and health; litigation; records management; Freedom of Information Act; or privacy and data/information security. The incumbent also will be expected to work to acquire knowledge and expertise and take on responsibility in other areas spanning the broad scope of ORNL operations.
Provide legal advice and support to identify and manage risk.
Research and analyze complex legal issues and application and interpretation of statutes, regulations, federal agency directives, and case law.
Solve legal problems creatively and independently, aligning with business objectives while complying with established legal frameworks, adapt to a rapidly evolving market, skillfully negotiate agreements as assigned, and counsel clients, all while inspiring trust and confidence of colleagues and clients.
Provide presentations and training on various legal topics.
Maintain strong commitment to the implementation and perpetuation of values and ethics.
Experience and Educational Requirements
This is an entry level position. The successful candidate must have a J.D. Degree from an ABA accredited law school with up to four years of practice experience in relevant areas of law (or equivalent experience in a related field post-J.D.), preferably including procurement, records management, FOIA, privacy, employment law, and litigation. The incumbent must be state licensed and authorized to practice as an attorney within the United States (as of the date of application) with the ability to obtain a license to practice law in the state of Tennessee.

This position requires the ability to obtain and maintain a DOE security clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
The following knowledge or experience would be of benefit: an understanding of the Department of Energy (DOE) as well as its facilities and management and operating contractor system; knowledge of Federal government contracting, including the Federal Acquisition Regulations; knowledge of records management; knowledge of privacy laws and requirements; knowledge of FOIA;Â experience with issues associated with managing a unionized federal contractor work force, including negotiation of and compliance with Collective Bargaining Agreements.
Position reports to the General Counsel. Interfaces with ORNL research and support staff, other attorneys, management and administrative staff within ORNL, as well as with DOE officials.
