DynCorp International, a multi-billion dollar global aviation, operations, training, and supply chain company that provides services to the United States Government, foreign governments, and commercial customers seeks an Assistant General Counsel of Government Contracts for its Northern Virginia headquarters. The Assistant General Counsel will advise, counsel, and work closely with business operations personnel and executives on a wide range of business law matters arising out of the company’s domestic and international activities.
The Assistant General Counsel will advise one or more strategic business units on a broad range of issues pertaining to U.S. government, commercial, and international contracts, audits and investigations, regulatory matters, contract disputes, company policies and procedures, and other compliance matters.
Work directly with business operations as an integral member of team to identify and address legal risks and issues raised in business development activities, contracts, subcontracts, consulting and other business arrangements
Provide expert advice regarding the FAR, DFARS, and other acquisition supplements
Provide legal review and advice on RFP’s, solicitations, teaming agreements, joint ventures, strategic alliances, consulting agreements, non-disclosure agreements and other business arrangements for domestic and international customers and subcontractors
Advise and manage company response to government audits and investigations
Respond to claims, disputes, and demand letters and supervise litigation
Advise and manage company prosecution/defense of bid protests and litigation
Advise and support preparation of requests for equitable adjustment, and as appropriate, claims under the Contract Disputes Act
Negotiate complex agreements with government and commercial customers and prime contractors
Identify protest and claim grounds and manage pursuit of each with the relevant Agency, GAO, ASBCA or CoFC
Prepare responses for government data requests arising under the FOIA and other circumstances
Proactively educate and train personnel on government contract requirements and compliance subjects, including government revolving door restrictions
Manage outside counsel
8+ years of substantive government contracting law experience (including direct sales to foreign customers) as in-house counsel with a corporation or a large law firm
Substantive expertise in Federal procurement statutes, the Federal Acquisition Regulations/Supplements and all aspects of federal government procurement
International commercial contracting with foreign governments and other customers
Knowledge of cost accounting standards, DCAA and DCMA audits, policies and procedures
Knowledge of international transactions, including experience with FCPA, export controls, joint ventures, and other related laws and regulations
Excellent people skills, strong business orientation, exceptional communication skills, team player, self-motivating, collaborative, and energetic
J.D. from a Top 25 law school and membership in good standing with at least one state bar or the District of Columbia
