The International Trade Import/Customs Compliance Senior Attorney will be a critical member of the core compliance team for the commerical building businesses of Otis Elevator and UTC Climate, Controls & Security (CCS). This Senior Attorney will develop the CCS/Otis Import program; manage the Import project plan and ensure activities and tasks are progressing as planned; manage import internal reviews and investigations with the core compliance team; and ensure that updates to global customs and import regulations are incorporated into the Import program and Self-Assessment program.
Designing, implementing and managing a global import/customs compliance program with particular focus on valuation, classification and special trade programs.
Provide guidance and leadership in participation with local security/compliance programs (e.g., C-TPAT, AEO); oversee and develop compliance measures necessitated by such programs where appropriate.
Working with Internal Audit and the WHQ ITC Investigations and Disclosures team to lead import compliance audits, investigations and disclosures.
Working closely with other functional groups (e.g., Finance, Supply Chain, Logistics) to ensure efficient and compliant imports.
Collaborate with IT on the development of automated solutions for a global import/customs compliance program.
Develop training, standard work and desk instructions required to support a global import/customs compliance program.
Assisting businesses in determining proper valuation, classification, country of origin determinations and import compliance requirements for complex international transactions.
Provide support to Business Unit ITC Managers and ITC personnel on the import/customs program and compliance issues.
Ensure updates to global customs and import regulations are incorporated into the import/customs program and Self-Assessment program.
Provide support to Business Unit ITC Managers on updates to the import/customs program.
Identifying opportunities to maximize savings from duty-reduction programs such as NAFTA, drawback and Inward Processing Relief (IPR).
Developing and leading customs compliance training for all levels and functions across company.
Bachelor’s degree in Business or related field
Juris Doctorate preferred but not required
Seven years minimum experience with customs and import compliance
Customs broker license (preferred but not required)
In-depth knowledge of Customs regulations and U.S. Customs valuation, classification and special trade programs
Demonstrated ability to work independently with minimal daily supervision, collaboratively with multi-jurisdictional teams throughout the global enterprise, and self-motivated and able to balance multiple projects
Successful project management experience indicating strong organizational skills as well as data management/analysis experience
Team leader and team player
Ability to work in a fast-paced, time-sensitive environment
Expert verbal and written communication skills
Excellent organizational and analytical abilities
Experience with trade management software (e.g., Thompson Reuter, Descartes, MK Denial, etc.), as well as aptitude in Access, Excel, and/or Visio
